Controls/How to Play:
WSAD/Arrows Keys - movement

Z - Lead dogs

Z+Right Click on Map - Leash dogs to a spot
Make dogs run far to break the leash

Z+Left Click on House - Make dogs follow/attack houses

Space - switch nearby dogs movement type

The game has no save feature/end game, though it's technically end game if you keep running until the dogs crash your browser, I guess.
